A common discussion point for the engineers is on the highest frequency for which radiated emissions are to be tested. There are several standards for EMI-EMC for products depending on the different market segments. Some of the common standards engineers come across are CE and FCC. FCC Part 15 specifically for the digital devices.  If you consider a FCC Part 15 criteria, the highest frequency to which the module must be tested for Radiated emission depends on the highest operating clock or the generated frequency in the board. So, let us assume your embedded board generates a maximum frequency of 100MHz, the RE test need to be conducted till 1 GHz. Likewise, based on the frequency of your board operation, the certification agencies defines the maximum range up to which device need to be scanned.
